देश में नई हिंदी चल रही है. इस हिंदी का प्रयोग हिंदी के समाचार पत्रों, रेडियो, फिल्म, टीवी के सीरियल्स, न्यूज चैनल्स, समाचार पत्रों, मैगजीन्स, इन्टरनेट और किताबों में किया जा रहा है. यह संपर्क भाषा हिंदी है. इसे मैंने ‘इन्टरनेशनल हिंदी’ का नाम दिया है. इस किताब में मैंने इन्टरनेशन हिंदी को परिभाषित किया है. यह नए युग की नई हिंदी है. यह किसी भी भाषा के शब्दों को अपनाने से भ्रष्ट नहीं होती. यही इसकी खूबी है, यही इसकी शक्ति है. यह अंग्रेजी के शब्दों को देवनागरी लिपि में लिख कर अपने को इन्टरनेशनल हिंदी कहती है. यह अंग्रेजी के शब्दों को उसके ग्रामर के साथ अपना लेती है. ऐसी खूबी तो अंग्रेजी भाषा में नहीं है. यही देश की सही मायने में मुख्य राष्ट्रभाषा है और यही विश्व भाषा भी है. यह न साहित्यिक भाषा है, न पारंपरिक हिंदी भाषा है. यह आधुनिक युग की जरूरतों को पूरा करने वाली भाषा है.
कई लोगों को लगता है कि अगर हिंदी लिखनी हो तो शुद्ध होनी चाहिए. उनके कहने का अर्थ यह होता है कि शुद्ध हिंदी में अंग्रेजी के शब्द नहीं होने चाहिए. मेरा मानना है कि शुद्ध हिंदी को साहित्य की भाषा के रूप में रहने देना चाहिए. उसे बदलने की जरूरत नहीं है. केवल संपर्क भाषा को उसकी खूबियों के साथ अपनाना चाहिए. यह जन जन की भाषा है. इस भाषा को जन मान्यता मिली हुई है. इसलिए यह एक दिन हमारे देश में अंग्रेजी को पछाड़ देगी. अंग्रेजी से नफरत करने से हिंदी का कोई भला नहीं होने वाला. इस चीज को शुद्ध हिंदी के प्रेमी जिस दिन समझ जाएंगे उस दिन संपर्क भाषा हिंदी, देश की भाषा और विश्व भाषा बन जाएगी. जैसे कांटे से ही कांटे को निकाला जाता है उसी प्रकार अंग्रेजी को देश से निकालने के लिए संपर्क भाषा हिंदी में अंग्रेजी की पूरी तकनीकी, इंजीनियरिंग, मेडिकल, कानून, प्रशासन आदि की शब्दावली को अपनाने की जरूरत है. जो हमारे पास नहीं है वह सब हमें दूसरी भाषाओं से अपनाना चाहिए. यही संपर्क भाषा करती है. यह एक जीवित भाषा है जो परिवर्तन से नहीं डरती. इन्टरनेशनल हिंदी भी ऐसी ही प्रगतिशील भाषा है. हमें अंधेरे कुएं से बाहर निकलना चाहिए.
कमरे में जितनी भी खिड़कियां हैं उन्हें खोलनी चाहिए तभी ताजी हवा का आनंद मिल सकता है. आज लोग हिंदी से दूर भाग रहे हैं और अंग्रेजी माध्यम अपना रहे हैं. हम बदलेंगे तो यह स्थिति भी बदलेगी. इस किताब का उद्देश्य इन्टरनेशनल हिंदी का प्रचार कर, उच्च शिक्षा के क्षेत्र में हिंदी को भाषा, विषय वस्तु और सामग्री की दृष्टि से समृद्ध, सक्षम, स्वीकार्य और प्रगतिशील बनाना है. छात्रों को अंग्रेजी माध्यम में मिलने वाली सारी चीजें इन्टरनेशनल हिंदी में मिलेंगी तो वे हिंदी माध्यम को अपनाएंगे.
इस किताब में सरकारी आदेश भी दिए गए हैं. इन आदेशों की समीक्षाएं भी हैं. इनका उद्देश्य किसी सरकारी नीति की आलोचना करना नहीं है. हर समीक्षा आम आदमी के विचारों का प्रतिबिम्ब मात्र है. हिंदी लिखते समय अंग्रेजी के शब्दों को देवनागरी लिपि में लिख कर उन्हें हिंदी में अपनाया जा सकता है. यह केन्द्र सरकार की राजभाषा नीति भी है. अंग्रेजी के जो शब्द हिंदी में अपनाए जाते हैं, वे हिंदी के बन जाते हैं. आज की स्थिति में लोगों ने जरूरत के कारण, मजबूरी में रास्ता तय करने के लिए, इन्टरनेशनल हिंदी की पगडंडी बना ली है.
इन्टरनेशनल हिंदी इस पगडंडी को नेशनल हाईवे बनाने के कार्य में जुटी है. इन्टरनेशनल हिंदी एक ऊंची सीढ़ी है, जो हिंदी को ऊपर चढ़ाने का साधन है. मैं इस अभियान में लगा हूं कि भारत की संपर्क भाषा को जो इन्टरनेशनल हिंदी है उसे जन जन के सहयोग से देश की और विश्व की भाषा के रूप में स्थापित किया जाए. चलिए हिंदी को देश की और विश्व की भाषा बनाने के लिए इसे आधुनिक ज्ञान की भाषा बनाएं. इसे इन्टरनेशनल हिंदी बनाएं.
